As with most radical re-engineering efforts, there must be a champion of the effort - in this case, the Chief Sourcing Officer CSO. Much as the s witnessed the appearance of Chief Technology Officers, with the proliferation of multi-sourced environments, the first decade of the new millennium will evidence the appearance of CSOs.
These individuals will play critical roles in implementing successful dynamic sourcing strategies and translating those strategies into IS service delivery via an ever-changing resource pool. To accomplish these responsibilities, CSOs will have three focus points - communication, coordination and integration. They will focus on interacting with executive-level leadership and leading - not directly managing - IS delivery teams. An enterprise-level sourcing strategy requires that new business initiatives be evaluated and prioritized in terms of their overall impact on the business as a whole.
As each initiative is approved, the Sourcing Office, which is led by the CSO, will be tasked with creating a service delivery team from the most-appropriate sources available. To be effective at this level, a CSO must be able to communicate with enterprise-level executives and understand the business objective that is being addressed by each initiative that is approved. This level of understanding will require industry and business expertise, as well as technical knowledge.
With the business strategy in mind, the CSO will work closely with the CIO to develop a sourcing strategy that will determine which roles and responsibilities are best assumed by internal personnel or when it will be appropriate to deploy external resources.
